This individual is even-tempered, confident, and collaborative, working effectively with elected officials, executive leadership, and professional staff. 
 Required qualifications include: &#8226; Juris Doctor from an accredited law school &#8226; Member in good standing with the Florida Bar &#8226; Minimum eight (8) years of professional attorney experience, including at least five (5) years in public sector/governmental law &#8226; Supervisory and leadership experience 
 Preferred qualifications include: &#8226; Ten (10)+ years of relevant municipal law experience &#8226; Significant land use and development experience &#8226; In-house government counsel experience &#8226; Board Certification in City, County &#38; Local Government Law 
 The salary range for this position is $200,345 &#8211; $320,553, depending on qualifications.

								<description>Ocala, Florida,  JOB SUMMARY Responsible for the managing, planning, coordinating, and maintaining the County&#8217;s Solid Waste Department to protect public health and comply with regulatory and environmental requirements. Responsible for assisting the Solid Waste Director with the capital improvement program, maintaining and evaluating various components and systems of the existing infrastructure, and leading the County in the design of long-term solutions for the County-wide solid waste operations. 
 ESSENTIAL JOB FUNCTIONS &#8226; Serves as the Director as needed in their absence. &#8226; Supervises employees, which includes conducting performance evaluations, interviewing prospective employees, and making recommendations to the director related to promotions, hiring and discipline. &#8226; Assists with the directing of staff, contractors, and other interested parties for County Solid Waste renovations, expansions, programs, and construction projects. &#8226; Assists in the preparation, review, and administration of yearly and long-range operational budget plans to ensure optimum efficiency and effective use of revenues. &#8226; Periodically reviews rate structure, as well as water and sewer bonds and budgetary needs, and makes recommendations to the director and County Administration. &#8226; Locates, researches, and negotiates with private and public sector entities for contracted services. &#8226; Aids in the development of strategic plans to address the capacity, resources and demands on the Solid Waste operations and makes recommendations to County Commissioners and County Administration. &#8226; Oversees the construction of solid waste facilities and infrastructure. &#8226; Assists with the negotiations, development, and maintaining of agreements associated to the Solid Waste operations as well as with private sector to establish criteria and standards for waste collection. &#8226; Supports in the development of short and long-range goals, objectives, and strategies to meet future demand of solid waste systems. &#8226; Coordinates and participates in the design and construction of solid waste facilities, including reviewing and recommending proposals developed by engineers, architects, attorneys, and contractors. &#8226; Directs activities of employees. Resolves problems and maintains motivation. &#8226; Interprets and prepares statistical, technical, and facility reports to identify short and long-term plans for operation and maintenance of solid waste functions. &#8226; Establishes and maintains effective and positive relationships with the community. &#8226; Attends conferences, public/community meetings, and board or professional meetings as may be directed or as necessary. &#8226; Assists in the preparation and presentation of various reports to the County Administration, County Commission, and/or governmental federal, state, and local agencies as may be appropriate concerning issues affecting the County. &#8226; Provides excellent customer service to members of the general public and other County employees.  SUPERVISION This position is responsible for direct supervision over a number of managerial positions and indirect supervision over a relatively large number of employees. Responsibilities include providing on the-job training, evaluating job performance, recommending selection of new staff members, promotions, status changes, and discipline; and planning, scheduling, and coordinating work operations.
