This position will develop and oversee compliance program components operational review, record keeping, program evaluation and reporting requirements.  Oversees all of technology transfer operations and ensures compliance with benchmarks, milestones, laws, regulations, policies, procedures, ethical standards and public responsibilities for the UMB, Office of Technology Transfer (OTT) (UM Ventures) program. Oversee and implement compliance program components operational review, record keeping, program evaluation and reporting requirements. Supervise, train and direct other technology transfer professionals to ensure OTT compliance with federal, state, local and internal guidance. ESSENTIAL FUNCTIONS For Manager Level: Manage the research technology transfer team and oversee all disclosure and review processes for invention disclosures. Create, update, and prepare all federal guidelines and reporting for intellectual property as required under federal regulations. Oversee all federal reporting through iEdison, or directly to specific Federal Agency; manage all non-profit reporting in keeping with specific individual intellectual property policies. Finalize all documents and updates to present at the monthly OTT Intellectual Property Management meetings. Oversee and interact with outside patent attorneys, University Counsel, other Universities and private companies to coordinate and prepare necessary documents for patent prosecution and license agreements. Accurately communicate UMB docket strategies, actions, and deadlines. Manage the provision of intellectual property compliance guidance to Licensing Team, recommending appropriate outside counsel, and facilitating any necessary external patent attorney discussions. Serve as a liaison to campus leadership, University Counsel and faculty and staff for intellectual property policies and procedures. Manage and act as primary point of contact for the disclosure and review process for invention disclosures, including helping University faculty complete invention report forms accurately. Review all draft commercial agreements, identifying any potential non-compliance issues prior to execution and providing recommendations to University Counsel and AVP OTT. Lead and manage the development and update internal record creation process for patent issuance, annuity, and agreement compliance; oversee quarterly annuity service for US and foreign patents; review quarterly third-party reports for upcoming annuities/maintenance fees for accuracy. Prepare and obtain assignment of rights, and obtain Declarations, Power of Attorney and other legal documents as required. Prepare license default list for review and corrective action planning with University Counsel and AVP OTT. Contribute to IP Data Management system and ad hoc OTT data reporting. Oversee the dissemination of information on all areas of intellectual property compliance to the campus research community. Oversee TEDCO Maryland Innovation Initiative (MII) grants awarded to investors. Responsible for annual intellectual property and equity ownership reports for external and internal stakeholders. Supervise, train, and direct members of the technology transfer compliance team. Perform other duties as assigned. Additional Functions for Assistant Director Level: Direct the provision of intellectual property compliance guidance to Licensing Team, and serve as lead liaison to campus leadership, University Counsel and faculty and staff for intellectual property policies and procedures. Execute functional team practices and procedures; proposes, leads, and executes interpretation of procedures and policies to others, to ensure industry compliance. Position Description: The Staff Attorney will work in close collaboration with legal services and community-based organizations to lead and/or support local community education efforts about the legal barriers facing low-income and/or racially marginalized heirs property homeowners and advance policy changes that are needed to remove those barriers.
