Position Summary:
The Equity Grievance Director/Title IX Coordinator reports to the President and provides direction and oversight of the sequential steps involved in equitable and due process for all parties, including faculty, staff, students, and applicable community members; provides day-to-day management of Equal Opportunity, Harassment, and Sexual Misconduct Policy and its investigatory processes; provides leadership and direction for the Campus Choice Program and prevention efforts; leads compliance and education in the area of athletics; and promotes a diverse campus culture that fosters self-advocacy, safety, civility, collegiality and responsibility. The Director of Equity Grievance/Title IX Coordinator will develop, manage and lead the department activities, including policy, processes, and programs that protect and address civil rights complaints under applicable laws and regulations (including, but not limited to: 1964 Civil Rights Act, the 1991 Civil Rights Act, the Americans with Disabilities Act, Title IX of the Education Amendments of 1972, Affirmative Action, Equal Employment Opportunity and state and local civil rights laws) and SOU policies.
Minimum Classification Qualifications:
Master's degree in social work, higher education administration, a law degree or related field.
Demonstrated knowledge of Title IX processes for reducing and resolving discrimination within higher education, domestic and intimate violence, and understanding of power, control, privilege, and ethics and other pertinent non-discrimination policies and processes, including but not limited to: 1964 Civil Rights Act, the 1991 Civil Rights Act, the Americans with Disabilities Act, Title IX of the Education Amendments of 1972, Affirmative Action, Equal Employment Opportunity, and other applicable laws.
Three years of experience in the area of investigations, interpersonal violence and working directly with survivors of sexual harassment, domestic violence, sexual assault, stalking, and other forms of gender-based bias.
Experience working collaboratively with law enforcement
Three years working in case management and interim accommodations
Supervisory experience.
Preferred Qualifications:
Master's Degree in a field related to the duties performed.
Certified in Interviewing training, investigation training.
Certified in civil rights investigation training.

Equity Grievance
Manage the administration of SOU's equity grievance programs and civil rights complaint and investigation procedures.
Serves as the primary resource for all campus constituents, including faculty, staff, and students related to Equity Grievance including Title IX complaints and Campus Choice
Receives all complaints related to the University's Equal Opportunity, Harassment, and Sexual Misconduct Policy
Directs the Campus Choice Program
Directs and supervises all Investigators, Confidential Advisors, and Certified Advocates
Tracks prevalence, patterns, and climate as these present within the case array
Oversees response and prevention efforts – responsible to ensure linkage between response to equity complaints and prevention efforts on campus
Serves on the Attorney General's Sexual Assault Task Force, Jackson County SART, and the Jackson County Council Against Domestic and Sexual Violence
Serves as the designated liaison to You Have Options Program
Provides annual training to faculty, staff, students, equity grievance panel members, and appeal board members. Provides other training and support, as directed.
Responsible for day-to-day direction and operation of the Equity Grievance processes and Campus Choice/Title IX Program, including education and training the campus community.
Advise and guide SOU leadership on civil rights compliance, prohibited discrimination, harassment, and retaliation.
Advise and educate SOU members and leadership regarding the Office of Equity Grievance
complaint procedure and resolution options, including managing the investigations of alleged prohibited discrimination, harassment, and retaliation brought by employees, students, faculty, and members of the public.
Maintains the Campus Choice/Title IX database and tracking to ensure compliance with designated timelines.
Directs case assignments for investigators, process advisors, and confidential advisors
Directs Equity Grievance Panel processes
Reports according to Clery designations, and tracks and participates in ensuring Clery compliance related to Equal Opportunity, Harassment, and Sexual Misconduct
Oversees preparation of complete case files for Equity Grievance Panels/Title IX hearings and as required for subpoena.
Engages in annual program assessment and policy revisions
Maintains Title IX and Campus Choice websites

Title IX Coordinator
Oversee and ensure adequate, reliable and impartial investigations of reports and complaints of Title IX matters by administering the implementation of case management/investigatory plans, which may include: verifying whether the report constitutes sexual misconduct; appointing an investigative team; ensuring that reports and complaints are handled properly and in a timely manner; evaluating recommended interim measures; educating on the grievance and appeals process; notification of grievance decisions; and appropriate records maintenance.
Coordinate the University's compliance with federal and state discrimination and sexual harassment laws.
Continuously identify and integrate best practices in the Title IX investigation arena into knowledge base and practice.
Identify and address immediate safety needs in collaboration with other University offices as needed to implement appropriate supportive measures.
Serve as the University resource on Title IX requirements and compliance and provide consultations to response teams as needed. Serve as a member of the Student Support Network and the Bias Response Review.
Provide oversight to the recruiting, training, supervising, and leadership of investigators, and adjudicators and those involved with Title IX compliance.
Special Instructions to Applicants:
Must be willing to travel and attend training programs off-site for occasional professional development.
Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
Must be able to successfully pass a pre-employment background check.
