OBJECTIVE: To manage the operations and personnel of the Member Services and Accounting & Finance departments. Member Services includes billing and bill payment processing, as well as handling all member queries for new service, termination of service, meter checks, outages, etc. Accounting & Finance includes maintenance of the Cooperative’s records in accordance with generally accepted accounting principles, lender’s guidelines/standards, established board policies, and the Cooperative’s Terms & Conditions.
REPORTING RELATIONSHIPS: Reports directly to the CEO.
Manages the Lead Member Service Representative, two Member Services Representatives, Staff Accountant, and Accounting Associate.
This position is full time and is exempt under the Fair Labor Standards Act.
JOB RESPONSIBILITIES:
Manage and develop the Member Services department personnel and functions to ensure that the Cooperative’s Terms & Conditions of Service, policies, and by-laws are followed in a manner consistent with high quality member service.
Manage and develop the Accounting department personnel and functions to ensure that the Cooperative’s financial books and records are kept in accordance with GAAP, Board Polices, RUS, and other lender guidelines, and that all cash receipts, vendor payments, and payroll related payments are made in an accurate and timely manner.
Function as the key point of contact for all lenders and auditors of the Cooperative, as well as other professional services providers, bankers, and vendors.
Meet all regulatory reporting requirements of RUS, FCC, IRS, VA SCC, WV PSC, and others in a timely manner and respond to any additional inquiries or requirements they may have.
Assist the Director of Executive Services and Human Resources as needed in maintaining the insurance policies of the Cooperative to include property, casualty, auto and bonding.
Attend monthly Board of Directors meetings to present, discuss, make recommendations, and field questions related to the Cooperative’s financial operations and actions, results, budgets, investments, and other financial data and matters.
Provide targeted financial analysis as requested by management and the Board of Directors.
Maintain a 10-year financial forecast and ensure that cash flow is compatible with operating needs.
Develop and coordinate the annual operating and capital budgets and obtain board approval for them.
Develop, coordinate (with CBEC staff, rate consultant, and attorney), submit, and defend the Cooperative’s Virginia and West Virginia rate cases as necessary.
Ensure that all RUS and other lender financial guidelines are followed.
Coordinate and prepare loan applications and subsequent loan closing documentation.
Coordinate accounting software updates and revisions.
Process all capital credit transactions and maintain accurate capital credit records in accordance with the Cooperative’s by-laws.
Review and comment on the Cooperative’s contracts, proposals, and other operating documents as requested by the CEO and other members of the Management Team.
Function effectively as a member of the Cooperative’s Management Team.
Perform other duties or responsibilities as assigned by the CEO.
QUALIFICATIONS:
Four-year degree in accounting or related area of study from an accredited college or university.
Minimum 5 years’ experience in accounting and financial management.
Proficiency in Microsoft Office Suite or similar software package; Excel proficiency a must.
Minimum 3 years’ experience with RUS accounting and a CPA designation is preferred.
ADDITIONAL EXPECTATIONS:
Must be able to communicate effectively with cooperative members, internal staff, and the Cooperative’s operating partners (vendors, contractors, professional services firms, government authorities, etc.).
Attendance at seminars, conferences, and participation in CBEC job safety and training programs, relevant workshops and other CBEC sponsored courses.
Must have a valid Virginia Driver’s License.
Perform all position responsibilities in accordance with CBEC policies and procedures.
This position involves primarily inside work and may require occasionally lifting up to 50 pounds unassisted. This position also requires a minimal degree of standing, walking, climbing, balancing, stooping, kneeling, crouching or crawling.
Must carry the cooperative issued cell phone at all times to enable the cooperative to reach the associate to conduct legitimate routine and/or emergency business.
Must be able and available to work weekends, holidays, evenings, nights and other times outside normal working hours to assist in service restoration and/or other emergencies that may arise or when workload demands.
