Brief Job Overview/Summary
The Chief Human Resources Officer (CHRO) is a key executive responsible for overseeing and leading an organizationâ™s HR strategy and operations, specifically in the areas of recruiting, retention, talent management, change management, organizational and performance management, training and development, compensation and succession planning, The CHRO provides strategic leadership by articulating HR needs and plans to Senior Leadership and the Board of Trustees.
This position reports to the Senior Vice President for Administration & Finance and Chief Financial Officer
Descriptions of Essential Duties/Responsibilities:
Strategic HR Leadership
Manages human resource functions including HRIS, pension, benefits, employee training and organizational development, talent acquisition, and employee/labor relations
Consults with all levels of management providing advice and direction regarding the full range of human resources programs, activities, laws, and regulations
Regularly handles complex human resource matters and serves as an advisor to senior management while minimizing legal exposure to employment-related matters
Routinely handles highly sensitive and confidential material and information and always maintains the strictest level of confidentiality
Develops, updates, and implements strategic human resource policies and programs
Provides oversight to ensure compliance with federal, state and contract regulations in all areas of personnel administration, including recruitment, appointment, job analysis, position classification, performance evaluation systems, leave benefits, and new employee orientation
Supports the Universityâ™s diversity commitment and strong student-centered vision and mission
Ensures quality and effective operations of human resource systems, programs, and processes
Prepares and manages the annual departmental operating budget
Culture, Engagement, and Retention
Develops an employee-oriented culture that emphasizes quality, continuous improvement, teamwork, and high-performance
Develops and sponsors employee engagement and work-life programing that builds a culture of employee wellness, institutional loyalty, and commitment
Implement culture, diversity and inclusion strategies in hiring, training, and performance management
Fosters Employee Resource Groups (ERGs) and affinity networks while implementing training on topics which may include dispute resolution, respectful workplace practices, bullying and microaggression prevention, and change management
Serves as a resource to or member of various university committees such as the Behavior Intervention Team, Bias Response Team, Diversity Committee, Employee Resource Groups, Affinity Groups, etc.
Employee and Labor Relations
Serve as the Universityâ™s primary liaison on HR policy and operational matters with federal, state and local government agencies, including the Office of the Attorney General and the Governor's Office of Employee Relations, as well as with collective bargaining units
Ensure university compliance with COBRA, FLSA, ADA, FMLA, ERISA, immigration laws, and all other applicable federal, state, and local regulations governing employment
Foster proactive and collegial relationships with bargaining representatives and union leaders
In consultation with leadership, confer with the Office of General Counsel regarding complex human resources matters and matters involving potential or actual employment litigation
Serve as University representative in employment administrative matters, e.g., grievance administration, arbitration proceedings, departmental hearings
Coordinate with the Office of General Counsel to assist international faculty with visa, permanent residency, and citizenship processes and documentation on compliance with regulations regarding authorization to work in the United States
Oversee processes and technology that support recruitment, appointment, job analysis, position reclassification (DPF-44), Civil Service Commission regulations, performance evaluation systems, onboarding/employee orientation, training, and the workers' compensation insurance program

Additional duties as assigned by the Senior Vice President for Administration & Finance and Chief Financial Officer or the Presidentâ™s Office.
Required Qualifications
MA/MS in human resources or related field
A minimum of 10 years of HR experience, with at least five years in a senior HR leadership role
Preferred Qualifications:
At least five years of higher education experience
Excellent verbal and written communication skills
Excellent interpersonal and conflict resolution skills
Strong analytical and problem-solving skills
Strong supervisory and leadership skills
Ability to collaborate with various stakeholders and offices on key HR related matters
Thorough knowledge of employment-related laws and regulations
Excellent organizational skills and attention to detail
Knowledge of and experience with varied human resource information systems
Proficient with Microsoft Office Suite or related software
SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification preferred
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer
Must be able to lift up to 15 pounds at times
