The Senior Research Analyst and Investigator position plays a key role in the assessment of federal regulations related to international research engagements, implementing processes to proactively identify potential non-compliance, supporting the universitys research community, and overseeing investigations when non-compliance is identified.
The position is responsible for assessing, triaging, monitoring and providing outreach and training on issues that include, but are not limited to, disclosure of outside activities, disclosure of Other Support, Foreign Components, participation in Foreign Government Talent Recruitment Programs, conflicts of interest, grants administration and management, technology commercialization, and other university, state and federal regulations, policies, and requirements related to U.S. government research funding.
This position will work with relevant university stakeholders to develop, implement, and lead a program focused on compliance with research security concerns related to international research engagements.
This position will keep administrators and researchers apprised of changes in regulations, engage in activities to proactively identify potential situations of non-compliance, and lead non-criminal research security investigations to ensure compliance with university policies and state and federal laws and regulations.
The position will refer allegations of crimes to University Police or other law enforcement agency for criminal investigation. This position will not be responsible for investigating allegations of research misconduct under the University Policy and Procedures Concerning Research Misconduct.
Specifically, this position will be responsible for: The design, implementation, and maintenance of training and communication outreach material, detection and audit processes/procedures to assist the university community in complying with all applicable requirements related to research security and integrity; Tracking and analyzing research compliance metrics and ensuring corrective actions are implemented; Ensuring research-related complaints are consistently assessed and resulting investigations are planned and conducted in a timely manner; Drafting and executing properly scoped investigation plans for research complaints and inquires in a timely manner; Providing guidance and assistance in effectively framing university decisions regarding research investigations; and publicizing concern reporting mechanisms and taking measures to prevent retaliation related to research investigations.
The Senior Research Analyst and Investigator serves as a central point of contact regarding research security-related compliance and will interact with and update university senior leadership and will collaborate with law enforcement and other government agencies as necessary.
The successful candidate will have an understanding of complex, decentralized, and dynamic federal regulations, requirements and policies related to the conduct of research and must be able to exercise authority through influencing others and rely on their strong interpersonal, leadership, management, and communication skills to effectively engage and interact with all stakeholders.

Required Qualifications:
Bachelor's Degree in arts & science, engineering, public policy, criminology or criminal justice; or equivalent experience including paralegal, communications, research administration, compliance or education. Minimum 6 years' experience managing or conducting complex and sensitive investigations in research in a large organization. Extensive experience writing clear and well-documented reports; ability to provide a high level of professional interaction with all levels of diverse stakeholders throughout the university. Superior organizational and interpersonal skills; experience facilitating effective teamwork; detail-oriented; ability to efficiently and accurately analyze and report complex information. Working experience in either law, higher education, compliance, research, or law enforcement. Demonstrated experience handling confidential and attorney-client privileged information.

Desired Qualifications:
Advanced degree such as Doctoral degree or JD. Considerable experience and knowledge of grants, conflicts of interest, academic publishing and other academic research, research administration, higher education, compliance and/or technology commercialization highly desired. Knowledge of state and federal laws and regulations governing academic research, export controls, and intellectual property.

This position will contribute to the development, implementation and maintenance of policies and procedures that support faculty with international research engagements and ensure compliance with U.S. regulations and University policies as they relate to International Research collaboration. This position will report to the Director of the Office of Secure Research.
The targeted hiring range pay range is $74,000-$98,500. The offer for this position will fall within this range based on internal equity, unit's available budget, and the candidate's education and relevant work experience. We are open to considering candidates interested in hybrid arrangements.
