Responsible for overseeing the City’s Real Estate Management Office by providing experienced real estate expertise in acquisition, disposition, leasing, and licensing of real property to facilitate City projects. Manage and support real estate transactions through closing process. Responsible for the negotiation and acquisition of land rights needed for the installation, use and maintenance of public infrastructure and other City real estate interests and assets.

Coordinate acquisition and disposition projects involving easements, residential, commercial, and industrial properties, sales, leases, right-of-way, or right of entry, and subsequent analysis, management and disposition of the City’s real property interests, to ensure that these real estate transactions are completed in compliance with legal requirements on the part of the City.
Coordinates and compiles required documentation for purchases of land, acquisitions of property, and other real estate services required for the City; supports contact with property owners, participates in negotiations, and in some cases, determines the terms of real estate transactions.
Performs technical review of real estate documents, project schematics, title commitments and owner's title policies, surveys and legal descriptions, appraisal reports and environmental reports.
Prepares written documentation such as staff reports and payment authorizations, and prepares for Department and attorney review, real estate purchase agreements, deeds, easements, and other documents to convey or acquire real property interests for public projects and initiatives.
Supports City Departments and the City Attorney’s Office to determine type and amount of land rights required and the method of acquisition best suited to needs of the City.
Maintains thorough and accurate case files for review, approval, and archival, from City Departments, the City Attorney’s Office, and City Council.
Coordinates and collaborates with City Departments on current and pending projects (targeted or strategic) for internal and external uses.
Secures real estate appraisals of parcels under consideration for purchase by the City to determine fair market value; prepares requests for proposals and procures independent appraisal services.
Acts as a subject matter expert and resource for real estate matters and processes for City departments.
Minimum Qualifications
Bachelor’s degree in real estate or related
Ten years of experience in general real estate transactions or related project, program or contract management including responsibility for contract/document preparation
Five years of supervisory/management experience
Valid Class C Texas driver’s license
Or an equivalent combination of education, experience and related skills sufficient to successfully perform the essential functions of the job
Preferred Qualifications
Education/Experience:
Experience in municipal real estate transactions
Easement or Right-of-Way Agent (ERW) licensed by Texas Real Estate Commission or Senior Right of Way Professional (SR/WA) certified by International Right of Way Association
Real Estate Sales Agent (Texas Real Estate Commission)
Knowledge, Skills & Abilities
Knowledge of and best practices for complex aspects of real estate work relating to the planning, coordination, valuation, and negotiation of the acquisition, and subsequent analysis, management and disposition of real property interests
Comprehensive knowledge of Texas Real Estate Commission rules and regulations
Knowledge of current real estate market and trends
Knowledge of the principles pertaining to the appraisal of real property
Knowledge of the principles, practices, rules and regulations of real property acquisition relating to Eminent Domain and leasing
Knowledge of pertinent and applicable Federal, State and local laws, codes and regulations to include but not limited to, the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended, Texas Property Code, Texas Local Government Code, and local zoning and development codes
Skills in using MLS, Costar, and similar real estate listing services
Advanced skills in oral/written communication and strategic/critical thinking
Skill in organization and time management
Skill in interpersonal relations and conflict resolution
Skill in operation of computers and applicable software, to include but not limited to, Microsoft Office 365, Microsoft Teams
