Columbia Basin College ("CBC" or the "College") seeks a Legal Affairs & Compliance Officer who will play an important role in proactively advising all College employees regarding their legal rights and responsibilities, addressing complaints of misconduct, reviewing and endorsing contracts and other legal documents, and performing legal research and analysis regarding a broad assortment of topics. This position also serves as the College’s primary liaison to the Washington State Attorney General’s Office to ensure alignment with all applicable legal and regulatory standards. The Legal Affairs & Compliance Officer reports to the Vice President for Human Resources & Legal Affairs.

Primary Responsibilities:
Develop and maintain working relationships with Student Services employees to provide guidance on student affairs including, Disability Support Services, Student Conduct, Student Activities, Residence Life, and other related programs;
Provide guidance to Administrative Services employees on matters such as drafting and reviewing contracts and complying with procurement rules and regulations;
Conduct and coordinate neutral investigations into allegations of discrimination and harassment made by students, employees, or visitors in compliance with federal/state laws and college policies;
Draft, review, and provide advice regarding proposed agreements and contracts with other entities, including other colleges, agencies, and municipalities;
Support data governance and public records retention, ensuring institutional information is used and maintained in an ethical manner and in compliance with the Public Records Act; coordinate responses to public record requests;
Interpret, research and advise employees regarding legal topics and trends relating to student rights, civil rights, contracts and procurement, public records, privacy and ethics;
Draft and review College policies to advance the College’s Mission, Vision, and Values and maintain compliance with state, federal and local laws; interpret statutes, regulations, and ordinances relating to new or existing policies and provide guidance to employees;
Partner with the Washington State Attorney General’s Office to obtain legal advice and to provide litigation support; and
Perform other responsibilities as assigned.
Required Qualifications:
Juris Doctor degree from an institutionally accredited college or university; and
Three (3) years of legal experience with an emphasis on areas related to higher education, civil rights, contract law, public policy, or other relevant field.
Preferred Qualifications:
Experience working with or within a college or university;
Experience working with or within a public entity;
Experience conducting investigations into complaints of discrimination and harassment;
Experience drafting, reviewing, and revising professional contracts;
Experience interpreting and applying Washington State Ethics in Public Service (RCW 42.52); and
Experience interpreting and applying the Washington State Public Records Act (RCW 42.56).
Columbia Basin College (CBC) serves the citizens of Benton and Franklin counties in Washington state with two-year associate degrees for transfer to a four-year university, and applied degrees for workforce employment. CBC also provides one-year certificates and basic skills for those pursuing a GED or high school diploma. CBC serves approximately 7,000-8,000 students each quarter.Columbia Basin College now offers bachelor degrees in Nursing, Project Management, Applied Management, Cyber Security, Information Technology, and Dental Hygiene.
