DEPARTMENT OVERVIEW
The UC Santa Cruz Division of Student Affairs and Success (DSAS), led by the Vice Chancellor for Student Affairs and Success, consists of nearly 700 team members spanning 4 major units and 36 departments. Deeply devoted to offering students a transformational educational experience, the division provides campus-wide coordination and leadership of student success programs, activities, and initiatives. The Dean of Students Office at UC Santa Cruz promotes personal development and successful navigation of campus life thereby strengthening the student experience. The Office of Student Conduct and Conflict Education (OSCCE) is a newly established/re-envisioned office (previously the Office of Student Conduct and Community Standards) dedicated to just, equitable, and student-centered approaches to the administration of student conduct and resolution of conflict. OSCCE provides multiple educational programs and pathways to support our diverse student body in navigating behavior change, improved decision-making, and resolving conflicts, in order to foster student success and a healthy campus community.
Under the general supervision of the Associate Dean of Students & Director of Student Conduct and Conflict Education (ADOS-SCCE), the Project and Policy Analyst supports the Office of Student Conduct and Conflict Education (OSCCE) in research of new or changing systems and programs. The incumbent uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies, and procedures to research, analyze, and develop solutions to a wide range of issues. The incumbent demonstrates good judgment in selecting methods and techniques for obtaining solutions. The incumbent primarily deals with policies, programs, and proposals which are complex in nature and diverse in scope. The incumbent develops new programs, policies, or procedures for possible implementation. The incumbent provides high-level and complex administrative and project support to the ADOS-SCCE and OSCCE as a whole.
APPOINTMENT INFORMATION
Budgeted Salary: $73,850 / Annually. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.
Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers internal and external to OSCCE.
Researches, monitors, and analyzes regulations, legislation, research literature, and UC policies for impact on OSCCE.
Proposes, leads and / or participates on policy and planning committees and working groups, including but not limited to the WeAreSlugs team, AlcoholEDU implementation team, biannual Student Handbook review committee, etc.
Researches and summarizes organizational structures, policies, procedures, and best practices in student conduct, conflict education, student affairs, and related fields.
Supports strategy development for organizational initiatives.
Conducts post-implementation analysis for OSCCE programs and initiatives to determine the need for further enhancements, finer distinctions and / or additional process / policy components.
Develops proposals and recommendations to guide and support a broader strategic direction for OSCCE.
Coordinates efforts with a variety of external and internal contacts.
Provides technical guidance and quality assessment for OSCCE programs and tools (e.g., student conduct database). Prepares directives, regulations, technical guidance, and other instructions for issuance to stakeholders.
Performs ad hoc, analytical studies on a wide variety of policies, programs, and issues which are complex in nature.
Researches and analyzes processes and procedures, and summarizes findings, policies, and organizational structures in order to develop and / or implement changes and to provide consultative services to department administrators, partners, and external stakeholders.
Conducts regular audits to ensure all forms of student conflict cases (complaints, RJ, hate/bias, etc.) are being addressed and resolved in a timely manner.
Coordinates implementation with cross-organizational departments or external entities as needed.
Researches and drafts complex proposals, reports, briefings, executive summaries, and speeches.
May assign hate / bias reports for case management and track resolution status.
20% - Administrative Operations
Communicates, both verbally and in writing, information regarding OSCCE, the Division of Student Affairs and Success, and the UCSC campus to multiple constituencies (e.g. students and prospective students, faculty, staff, parents, and members of the public).
Processes OSCCE administrative requests including but not limited to confidentiality waivers and disciplinary clearances.
Receives referrals to OSCCE.
Provides administrative support for a variety of project tasks as assigned.
Serves as webmaster for OSCCE website and makes timely updates to ensure the accuracy of content.
Manages and oversees maintenance of, access to, and scheduling for OSCCE facilities (e.g., offices, workspaces, conference rooms, and other areas) and equipment (e.g. computers).
Assists with scheduling/calendaring needs of Associate Dean of Students & Director of OSCCE. As needed, assists with scheduling/calendaring needs of OSCCE Associate Directors, other OSCCE personnel, and OSCCE committees and working groups.
Provides administrative and analytical support to various departmental and divisional committees and work groups including but not limited to search committees, the ACUHO-I committee, the hate/bias response team, and the WeAreSlugs committee.
Procures goods and services on behalf of OSCCE.
15% - Hearing Coordination
Works closely with Hearing Officers on the coordination and administration of formal adjudication hearings for non-SVSH/non-Title IX policy violation allegations, including appeals of student grievance outcomes.
Identifies hearing board members based on relevant criteria and recommends nomination for appropriate review.
Prepares and trains board members for hearings.
Advises board members on hearing policies and procedures.
Facilitates communication between parties involved in hearings, including but not limited to students, their advisors, attorneys, and witnesses. Sends formal communication to parties and hearing witnesses on behalf of the Hearing Officer.
Proactively advises students of their rights and responsibilities in the hearing process.
Assists with the management of administrative duties related to board hearings.
Impartially enforces hearing procedures and facilitates communication between parties, ensuring due process and neutrality throughout the hearing and appeal process. Ensures compliance with timelines, processes, and policies.
Manages logistics for room arrangements.
Attends hearings.
Interprets UC policies and procedures for hearing participants.
Ensures compliance with timelines, processes, and policies.
Manages and coordinates documents relevant to the hearing board.
Stays up to date and well versed in relevant policies and regulations.
10% - Records Management and Data Reporting
Works closely with highly sensitive and confidential correspondence and communication regarding OSCCE programs and services.
Coordinates the retention and ensures the confidentiality of all student records in compliance with federal regulations and University policies in regard to the release of information.
Enters, updates, monitors, and generates reports regarding information in the Student Conduct database.
Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.
Generates and distributes reports for audiences internal and external to OSCCE on a regularly scheduled basis.
Compiles, analyzes, and drafts narrative explanations of data for assessment and reporting efforts (e.g., the campus's annual Clery report).
REQUIRED QUALIFICATIONS

Successful candidates will demonstrate measurable experience employing practices/praxis grounded in intersectional approaches and understandings of identity and will possess knowledge of and insight about different religious traditions that intersect with many of the identities and communities listed above.
PREFERRED QUALIFICATIONS
Licensure or certification in project management.
Familiarity with student conduct and conflict education philosophy, programs, and practices.
Ability to speak, read, and write in both English and at least one additional language such as Spanish, Mandarin Chinese, Tagalog, Arabic, or other.
Knowledge of common University-specific computer application programs (e.g., Advocate student conduct database, Google Suite).
Knowledge of University policies, processes, and procedures.
SPECIAL CONDITIONS OF EMPLOYMENT
Selected candidate will be required to pass a pre-employment criminal history background check.
The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
Ability to work occasional evenings and weekends as directed.
Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
