This is an exciting opportunity to focus, lead, and develop a critical division within the General Services Department. This position is responsible for overseeing a broad spectrum of projects throughout the City with a project portfolio of more than $125 million dollars. This position will have the opportunity to work closely with every department within the City and all levels of City Administration.
The successful candidate will have the opportunity to influence the development of the Project Management Division. They will be responsible for assisting in leading a unit, with the primary mission of successfully executing diverse and essential projects. Work Days/Hours: Monday - Friday 8:30 a.m. - 5:00 p.m.
Position devoted to providing project management and oversight of the design and construction of building improvements and major maintenance projects. Perform oversight and management of multiple and/or large, complex, and high-profile construction and design projects for City facilities and major maintenance. Oversee the entire project lifecycle which may include land acquisition, design, construction, and close-out and serve as designated subject matter experts. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Responsible for managing design consultants, general contractors, Construction Manager at Risk contractors, and other consultants; ensuring that projects meet deliverables and specifications; inspecting projects on site; developing and maintaining project records including documenting all issues, risks, scope and budget changes and impacts to schedules; assisting in the real estate acquisition process; collaborating with the City Attorney’s office to negotiate and write high-dollar contracts in accordance with procurement laws and regulations; creating, managing, and tracking schedules and budgets; reviewing project documents and construction activities to identify constructability issues, conflicts, ambiguities, and other items that impede progress; identifying and managing risk issues, reporting unresolved issues to upper management; preparing reports and agenda items for the City Council; making and delivering presentations; reviewing and approving payment requests; and participating in project planning and budgeting.
Duties/Responsibilities
Serves as a lead for large, complex, and/or multiple construction projects; ensures client/stakeholder expectations and City requirements are met; assigns projects to staff; assists with training project staff; coordinates the development and update of project schedules and scope; coordinates construction operations and procurement processes; and ensures that the risk management plan and all other project operations comply with contract requirements, and applicable regulations, policies, and procedures.
Develops project budgets, including coordinating the development of, or preparing budget summaries, monitoring expenditures, reviewing and approving payment requests, reviewing and processing invoices, purchase orders, and change orders, resolving discrepancies, and making and implementing budget-related recommendations to project stakeholders.
Coordinates the preparation of, prepares, and/or reviews project contracts, plans, design and technical specifications, progress and other reports, request for proposals, bid documents, change orders, and other complex technical documentation; and ensures accuracy and compliance with applicable regulations, policies, and procedures.
Coordinates and/or performs quality assurance and project monitoring duties, to include inspecting projects on site; creating, managing, and tracking schedules and project performance metrics; approving materials; identifying and managing risk and other project issues; and reporting unresolved issues to upper management.
Collaborates with City departments, committees, and external agencies to provide technical assistance, negotiate contracts, and coordinate team operations.
Supervise professional, paraprofessional and/or support staff to include conducting performance evaluations; coordinating training; and implementing hiring, discipline and termination procedures.
Bachelor’s degree or equivalent.
Five years of construction project management experience.
Two years of supervisory experience.
A valid North Carolina Class C Driver’s License with a satisfactory driving record "or" possess a valid license from another State and willing to obtain a valid, unrestricted NC driver's license within 60 days.
