POSITION SUMMARY

Responsible for the strategic leadership and project management of all capital projects including switching stations, substations, and joint participation projects through the effective coordination of resources, both internal and external, to support the timely and efficient completion of system additions and modifications. Includes providing strategic leadership and direction on assigned projects and developing, maintaining, and implementing project management process, procedures, and documentation.

ESSENTIAL TASKS

The tasks listed below are those that represent most of the time spent working in this class. Management may assign additional tasks related to the type of work as necessary.

• Outside Interactions: Engineering Project Manager works with all 5 Members, Central, Duke, Dominion Energy SC, along with RUS, other regulatory bodies, and attorneys to ensure construction projects are on schedule and within budget.
• Develop project construction schedules and costs estimates.
• Manage substation siting and real estate acquisition.
• Manage and maintain communication with all project resources: Consultants, attorneys, design engineer etc.
• Review and approve conceptual project designs and bill-of-materials.
• Coordinate Site development plan and permitting.
• Coordinate substation construction material/equipment specifications and procurement.
• Schedule construction site visits and inspections.
• Manage and coordinate resolutions for construction issues as they arise
• Maintain communications with member cooperatives on design and progress.
• Conduct regular project coordination meetings with New Horizon department heads.
• Prepare and submit required RUS project documentation for review such as plans and specifications, contract notifications and close out documents.

EDUCATIONAL AND EXPERIENCE

Requires a high school diploma and technical engineering certifications or an Associate Degree, a  BS degree would be desirable, related to power substation design and/or construction.  

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid S.C. driver’s license.

PMP Preferred

EXPERIENCE REQUIREMENTS:

Requires 5 to 10 years of experience in design and construction of power substations, or any equivalent combination of education and experience which provides the required skills, knowledge, and abilities.
