Position Summary:
The Revenue Agent 1 performs collection work for a university on delinquent accounts, liabilities, or overpayments due to the institution, tracing individuals by phone, letter and in person in an attempt to secure full or negotiated payment of outstanding debt.
Employees in this class have regular in-person and/or telephone contact with individuals to attempt the collection monies, encourage compliance with university regulations, explain institution policies and procedures and obtain information. There is also regular in-person and telephone contact with representatives of other agencies and institutions, with professionals (e.g., attorneys and certified public accountants), and with private parties, to exchange account information, explain policies/procedures, and trace and locate debtors
Employees in this class receive general supervision from a revenue supervisor or other administrative superior. Once proficiency has been achieved, account maintenance and adjustments are reviewed by the supervisor as needed for accuracy and conformance to agency policy and procedure. Collection statistics and caseloads are reviewed periodically for progress, and to ensure satisfactory completion of work assignments and equal distribution of workload. Employees in this class are expected to make decisions independently and use State and Federal laws, OARs, ORSs and agency manuals as guidelines for performing their work.
Minimum Classification Qualifications:
Six months of full-time office experience in collection of past due accounts in which collections was the primary responsibility; OR one year of experience related to collection of past due accounts.
Preferred Qualifications:
Experience with SCT Banner-Student and Banner-Finance Database systems experience-Microsoft Access
All Listed Duties:
Account Collection
Answer and make phone calls to support the collection process. Respond to parents/students by telephone or in writing when needed (e-mail or letter). Interpret federal, state, and university rules, regulations, policies and procedures as they relate to accounts and collection. Analyze student account balances and communicate with students, parents, collection agencies, account servicer, and state agencies. Preparation of account aging data to support federal reporting. Tracking of collection activities.

Account Maintenance
Review collection account balances for accuracy. Determines misapplied payments or bookkeeping errors and makes account balance corrections in Banner and with the collection agency. Tracks payments against payment plan agreements; computes balance, interest and penalties for placement with collection agencies. Working within established criteria, recommends accounts for write off, adjusts accounts, and updates delinquency codes. Prepares and uploads accounts for placement and updates the account balances with the agency. Processes refunds and small balance write-offs.

Monitor student billing reports to identify transactions made on account at agencies and whether transactions are adjustments of payments. Report changes in account balances to collection agencies and account servicer. Assist with preparation of payment plans once payments are negotiated; initiate letters of agreement.

Miscellaneous Collection Activities
Gathers documents for legal requests to help prepare case material. Reassigns delinquency codes, develops specialized Cognos reports. Works closely with the Bursar and Assistant Bursar on other tasks to fully support and back up student account processes. Jointly supports the collections email account, responding to student questions, and requests for information, outlining legal obligations and rights and consequences of nonpayment. Participates in the investigation of collection processes as needed when it becomes apparent that errors are occurring on student accounts. Train student workers. Manages bankruptcy accounts, monitors legal status and adjusts the accounts for new charges.

Investigation
Locates debtors via, phone, skip tracing, NSDLS, social media accounts, questions acquaintances, co-workers regarding debtor's whereabouts and will update addresses as necessary.

Perkins Loan
Manages the Perkins communication, responding to student questions related to the loans, rights and obligations under the Perkins program

Other Clerical Support
Maintains all documentation and correspondence, and agency inventories. Prepares files for new placements. Runs billing job, prepares collection agency statistics and maintains the collection calendar. Runs Banner jobs to block registration and assess fees, when the debtor does not satisfy the payment requirements. Responds to agencies for updated balances, processes returned accounts. Posts payments. Reviews holds and releases within the DOE parameters. Post collection agency payments. Process invoices from collection agencies.
Special Instructions to Applicants:
Must be willing to travel and attend training programs off-site for
occasional professional development.
Must be able to work additional hours and adjust working hours to meet
special jobs. May be called back periodically to perform work as needed on
an emergency basis.
Must be able to successfully pass a pre-employment background check.
