POSITION DETAILS
Reporting to the Chief Legal & Labor Relations Officer, the Associate Legal & Labor Relations Officer will work collaboratively across all college campus offices to provide legal guidance and develop legal strategies and responses; draft, interpret and implement policies and procedures; identify potential litigation, policy, and research compliance issues and strategies; and handle employee and other confidential matters.
Duties include:
- Develop and drafts legal documents, filings, charges, grievance and disciplinary decisions, and similar items
- Assist in preparing for litigation or hearings; compiles and analyzes legal data pertinent to cases; drafts response
- Research, gather, and compile case data; studies provisions and nuances of contract, collective bargaining agreements, University policies, laws, regulations, and fulfills requests for information, including discovery issues, and occasionally handles litigations, civil and criminal subpoena compliance and other court-related matters in-house
- Develop training and materials to educate faculty and staff about various policies, protocols, and laws
- Advise college administration and faculty on all research compliance matters. Oversee and manage export control, conflict of interest, and research integrity and misconduct functions to ensure the College operates in accordance with all relevant federal laws and University requirements for grants and contracts
- Remain up to date on federal compliance guidelines related to Federal grants and contacts and University policies and contribute to updating College policies and conducting faculty training
- Provide advice to research compliance audits and other College investigations to determine whether established policies and protocols are being followed and where they can be improved
- Assist with employee disciplinary proceedings and labor arbitrations of faculty/staff grievances involving the interpretation of collective bargaining agreements. May supervise attorneys, non-attorney staff, and/or student employees
- Perform other related duties, as assigned.
QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
- Juris Doctor (J.D.) degree with 6 or more years of relevant experience and education in law, compliance, research administration, or contract management;
- Ability to produce results as an individual contributor and as a team member by working effectively, collaboratively, and cooperatively with diverse stakeholders, constituents, and clients of various levels to insure a high level of institutional compliance.
- Strong interpersonal skills that reflect courtesy, diplomacy, and a collaborative approach to developing and maintaining effective work relationships.
- Exceptional interpersonal communication, writing, and contract drafting skills, along with strong negotiation, mediation, conflict/dispute resolution, group facilitation, client counseling and presentation skills.
- Detail orientation and accurate with exceptional critical analysis, research and evaluation skills.
- Strong work ethic, character and personal integrity to work with the utmost professionalism, confidentiality and diplomacy.
- Demonstrated ability to maintain confidential information.
- Demonstrated excellent judgment and decision-making skills even in ambiguous situations.
- Excellent analytical skills and ability to accurately interpret complex documents and policies
- Superior time management and organizational skills to meet strict deadlines
- Excellent organizational skills with ability to establish plans, manage a large and varied workload of assignments with conflicting priorities, follow up and complete work by prescribed deadlines.
- Computer Proficiency using standard office programs (Word, Excel, PowerPoint, SharePoint), legal software (Westlaw, Lexis, Workshare Compare, Clearwell), e-mail/scheduling programs (Outlook) and virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, Skype, WebEx, etc.).
- Commitment to public service, service excellence, inclusion, equity and professional integrity to manage sensitive work, exercise sound judgment, with ability to thrive in a demanding, multi-faceted, and time-sensitive office.
- State Bar Licensure with eligibility for admission to the NYS bar through reciprocity or passing of the NYS bar exam within one year of hire date required
- Prior experience at institution of higher education.
