Treasury has an outstanding opportunity for a Treasury Analyst. The University’s large internal ($2.0 billion) and external loan portfolios ($2.4 billion) have a critical institution-wide impact on allowing the University to fulfill its mission. Within the Treasury Office, the Asset Liability Management (ALM) team has several key functions related to managing the University's financial risk: Funding capital projects at the lowest risk adjusted cost through management of the Internal Lending Program and external debt portfolio Preserving the ability to fund future capital projects Identifying risks associated with individual projects prior to Board of Regents decision making Monitoring internal borrower's financial performance and internal covenant compliance
As part of the ALM team, the Analyst position will assist with the day-to-day operations of the Treasury office, including analytical & operational support for the internal and external debt portfolios. Key responsibilities of this position will include overseeing asset liability operations, performing financial analysis and modeling, assisting with debt issuances and related on-going compliance, and performing ad-hoc assignments as required.
This position requires strong analytical abilities and attention to detail, strong interpersonal skills and the capacity to work with complex financial information. The ability to multi-task and prioritize effectively is essential. The position requires the ability to clearly organize and present data. This position is responsible for updating and maintaining critical financial models for the ALM office.
This position is one of the primary contacts with senior management on debt-related issues. It will have regular contact with the Vice President of Finance and Associate Vice President/Treasurer. Regular communication with other campus departments will also be required, including the Office of Planning and Budgeting, Facilities Office, the Real Estate Office, the Attorney General’s Office and the auxiliary units on campus. This position will report to the Senior Associate Treasurer for Asset Liability Management.
Responsibilities:
Oversee day-to-day management of the University’s debt portfolios. Activities include: Tracking the investment of bond proceeds, related costs, and interest earnings Monitoring spending on capital projects and reimburse debt-related expenditures Creating and maintaining internal loan amortization schedules Assisting Senior Analyst with financial cash flow models associated internal loans and bond proceeds and forecasting external funding needs used to determine the timing of external debt issuance Creating custom reports and presentations on the University’s debt portfolio for internal and external stakeholders Tracking use and processes related to various loan programs (i.e. Bridge/CAP/FASTER/etc.) Creating and maintaining procedures related to operational activities Assisting in the issuance of debt, as well as related post-compliance needs. Activities include: Assisting in calculating debt capacity Coordinating with campus partners and compiling financial data Creating and reviewing official documentation Communicating with rating agencies to confirm published financial data Monitoring use of proceeds for tax-compliance purposes including arbitrage calculations and private business use Work with internal stakeholders and external vendors to measure and comply with rules and laws involving tax-exempt debt
Perform analytics, modeling and ad-hoc University projects. Activities include: Assist with modeling of current and expected internal banking balances Assist with modeling of new loan programming (e.g. Bridge/FASTER/etc.) Presenting ideas and solutions to ALM leadership Participating in ad-hoc modeling related to University finance
Perform financial due diligence efforts to assess financial risks of projects and initiatives. Activities include: Partnering with campus units to develop proformas, identify risks, perform stress tests, and plan for mitigations in the event of financial stress When a loan is approved, drafting internal financing agreements that describe financial covenants, ongoing reporting requirements, and technicalities related to funding the project Monitoring outlined financial and reporting requirements as described in the financing agreement
Serve as primary credit analyst for one or more internal campus borrowers to assist with ongoing loan compliance and communication.
Being the primary credit analyst (i.e. SAF, other as assigned) Serving as a backup analyst for additional University credits Other duties as assigned

No direct reporting responsibilities. Assist in training and mentoring of student assistant, as needed

Required Qualifications:
Bachelor's degree in Business, Finance, Economics, Accounting or related field and 4 years of experience in finance or higher education industry experience. Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree.
Ability to create and maintain financial models in Excel Detail oriented with strong analytical skills including the ability to work with, synthesize, and summarize complex data Ability to work in a fast-paced, deadline driven work environment Strong work ethic and ability to work both independently and in teams Experience handling multiple concurrent projects; ability to manage multiple priorities in a highly dynamic environment Intellectually curious and a willingness to ask questions Excellent communication and presentation skills Oral and written fluency in English Advanced Excel skills Strong PowerPoint skills Demonstrated experience in working on diverse groups and teams; respects, values, and contributes to UW Finance and UW’s commitment to diversity, inclusion, and equity.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired Qualifications:
Familiarity with higher education and/or University systems Familiarity with the debt markets and/or municipal finance.
