Environmental Health & Safety has an outstanding opportunity for an Accident Prevention Specialist to be responsible for administering the incident management program which involves daily management of the occupational accident tracking, online system maintenance, and assisting stakeholders and daily users with the reporting system to ensure compliance with Washington Department of Safety and Health (DOSH) and accepted best practices. Throughout this process, this position must understand and balance the needs of various UW units, determine the impact on the University’s research and teaching mission, strive for implementation that is effective and practical, while achieving safety and compliance for the University. Additionally, this position manages the administration of the University Health and Safety Committee structure; a unique organization of ten health and safety committees representing organizations and departments across the University and a UW-wide committee that is responsible for reviewing the University accident prevention plan annually and provides for a platform for representatives from all of the ten committees as well as other campus partners to address health and safety issues and provide strategic direction to improve safety at the UW. This position will also be responsible for managing the office ergonomic program which includes the administration of the ergonomic software system, conducting on-site ergonomic assessments, providing ergonomic training and assisting with ergonomic products in the Access Technology Center. This position will administer the Online Accident Reporting System (OARS). The reporting system uses a DB2 relational database developed by an outside vendor. Microsoft Access is primarily used to extract data for statistical and analytical purposes. The success of this program is critical for workplace accident prevention and occupational health and safety regulatory compliance. The statistical data that this position will collect, review, analyze, and share is vital to determining safety program effectiveness and driving program goals within EH&S. This position’s responsibilities for administering the University Health and Safety Committee structure requires excellent communication skills and keen observation to ensure the committee structure and the representation within the committee structure is compliant and effective in meeting the regulatory requirements and achieving the EH&S department’s goals and objectives in improving the culture of safety at the UW. This position is responsible for administering and leading the office ergonomic program for the UW. This will require a technical understanding of body mechanics and the human interface with the work environment, specifically input device and office equipment/furniture. This program will require increased level of awareness regarding sensitive/privacy issues, excellent communication skills and technical competence related to ergonomic design and human factors. Duties & Responsibilities Administer the UW Online Accident Reporting System (OARS) – 55% •Oversee the University's reporting, incident investigations, OSHA 300 record keeping, including assuring that the annual mandated OSHA/DOSH reporting and posting of injury data occurs and that there is adequate functionality of the OARS system. This also includes Bureau of Labor Statistics (BLS) reports that may be required for specific organizations on an annual basis. •Oversee and participate in the maintenance of UW OARS, review incident reports, evaluate data concerning occupational injuries and public liability accidents, determine the necessity and scope of further investigation and EH&S follow-up. •Provide technical expertise and guidance to EH&S management and staff, University client units, and University Attorney General's Office on incident reporting and follow-up, OSHA 300, laws and rules interpretation, application, and implementation. •Provide support and technical guidance in the development of user requirements for the current incident database to support the identification, evaluation and selection of a replacement enterprise wide software package for incident management. •Develop queries and reports using detailed knowledge of relational database to achieve necessary objectives. •Assist staff in the major University units in developing methods to import data into the OARS system. •Ensure appropriate redaction of OARS reports prior to release to others. •Analyze accident and injury data, provide data summaries and monthly/quarterly/annual reports to organizations including EH&S, UW departments, UW Medical Centers, and UW Health and Safety Committees. •Analyze injury and illness trends to help prioritize the EH&S safety outreach efforts, to identify intervention strategies, and to evaluate the effectiveness of Health and Safety Programs and necessary policy and program improvements. •Coordinate activities with the UW’s Office of Risk Management to assure comprehensive risk reduction strategies are developed and, when appropriate, with UW Human Resources concerning medical privacy issues and the UW Office of Labor Relations to address union contract related issues. •Research and evaluate alternative information management systems to manage UW accident reporting taking into account how they will interface with other UW databases. •Evaluate other accident reporting and prevention databases on the market for consideration and review for replacement of current system. •Evaluate and enhance process for an efficient and effective system to track and follow up on incomplete OARS reports and forms. •Screen on-line incidents for severity and forward “serious” incidents to Senior Management Team and Manager for follow up. Enter and track “serious” incidents to conclusion ensuring assigned EH&S Lead Investigator information is captured and metrics can be produced on “serious” incidents. •Develop specific guidance, instructions, and training for supervisors and departments to complete OARS reports and investigate accidents. •Update Administrative Policy Statement (APS) for UW accident reporting program as needed. •Monitor and respond to inquiries on the EH&S injury e-mail account. •Identify and verify serious injuries and/or hospitalizations. •Advise other OARS team members (including other sections of department) about errors, problems, or activities in the OARS database that need to be improved. •Coach and mentor support staff in the administration and/or tasks associated with OARS in order to ensure recordkeeping requirements are maintained in accordance with the SOP requirements. Office Ergonomic Program Lead – 25% •Conduct ergonomic assessments for office work environments. •Conduct office ergonomic training to UW departments. •Connect departments and organizations with outside consultants for lab and industrial ergonomic assessments. •Manage the UW ergonomic office self-assessment software and incoming evaluation requests. •Manage EH&S ergonomic webpage content. •Maintain the Access Technology Center ergonomic furniture and inputting devices showroom to provide employees access to different types of equipment for the workplace. Health and Safety Committee Administrator -- 15% •Administer the health and safety committee structure to ensure adherence to the requirements outlined in APS 10.11. •Provide guidance and/or training for health and safety committees on how to structure, administer, and ensure adherence to the committee role and responsibilities. •Maintain the webpage for the health and safety committee organizations, minutes, and rosters. Occupational Health and Safety Administration (OSHA) Reporting – 5% •Request and integrate data from supervisors, employees and other department representatives to complete OARS/OSHA reports so the annual OSHA Form 300A can be completed for UW. •Assist supervisors to complete OSHA 300 forms. •Work with UW Risk Services, UW Medical Center, and Harborview Medical Center to collect accurate and complete accident reporting information. •Support the development, implementation and maintenance of incident reporting metrics, collaborating with departmental management and the business analyst to support the departmental strategic goals and objectives. Requirements include: •Bachelor’s degree •Four years’ experience in database management and/or computer support services of a technical nature OR equivalent education/experience •Proficient in Microsoft Outlooks/Exchange, Word, Excel, PowerPoint, Access, and Adobe Acrobat. •Accurate and detail-oriented. •Ability to present technical data in a way that is clear and meaningful to a broad audience. •Organized and able to prioritize tasks and manage competing deadlines. •High level of professionalism and the ability to communicate across multiple levels of the organization. •Ability to write clear technical documentation. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. |
