The successful candidate will: - Communicate with labor unions on behalf of management. Resolve issues where feasible, avoiding grievances where possible. Advocate effectively for management at steps above the local level. Issues grievance decisions.
- Assist in the investigation of disciplinary referrals. Assist supervisors in identifying and addressing misconduct. Ensure that investigations are conducted and that disciplinary charges are supported by the evidence and in compliance with contract procedures.
- Ensure contract compliance by publicizing significant changes in contract and state policies. Explain and interpret contracts, policies and statutes for managers and supervisors. Resolve issues presented by management or labor within state and contractual guidelines.
- Assist in the time and attendance-monitoring program. Prepare notices about the program for supervisors and employees. Provide ongoing consultations to supervisors about the program. Review reports for the program and ensures that the required action is taken, including assurance of a notice to counsel, and/or attendance watch letter. Advise employees and supervisors on T&A policies and procedures. Ensure that the attendance program database is fully operational and is monitored, including inputting and production of reports. Prepare time and attendance reports for the Director and the AVP for Labor Relations as requested.
- Coordinate Classified Performance Evaluation appeals. Ensure that appeals submitted are appropriate for transmission to Appeals Panel Chairperson. Ensure that Appeal timeframes are met. Provide staff support as required in the Appeals Process.
- Oversee the holiday designation and letters for all bargaining units. Review holiday memoranda and makes recommendations to the Director where appropriate. Answer questions effectively regarding Holiday Designation Policy. Identify policy aspects for upper management as needed.
- Respond to Unemployment Insurance Claims. Provide timely, accurate and appropriate responses. Ensure that appropriate records are established for responses. Maintain the Unemployment database and ensures its accuracy.
- Serve as support staff for the AVP and the Director of Labor Relations by performing research, investigations and projects accurately and in a timely fashion. Draft correspondence as needed. Participate in training programs. Train supervisors by participating in training sessions and Training Development Seminars.
- Liaise with SUNY Counsel and the Attorney General. Provide litigation support by interviewing witness, drafting affidavits and other legal documents as required. Research legal issues and obtains discovery materials. Review legal issues with assigned counsel as needed. Assist counsel with requests.
- Perform other assignments as needed.
| Required Qualifications: | - Bachelor's Degree in Labor Relations/Human Resources Management or related discipline required.
- 2 to 5 years of experience in Labor Relations and/or Human Resources Management including disciplinary investigations.
- Excellent analytical, interpersonal, research and writing skills.
- Must be capable of working independent of supervision.
- Management and supervisory experience with strong conflict resolutions skills.
